Several principles, listed in Figure 5, can be used to help shape the design of
action and determine ones responses to the who, what and how questions
noted previously. A well targeted intervention is likely to incorporate at least
two or three of these principles, though the second, which is related to
regulating the heat, is amongst the more critical to consider because of the
controversy “raising the heat” seems to generate and the general default that
most people and organisations have for keeping things calm. This issue is
discussed in more detail in the next section.
